4.1.1 Providing a rest space (place where students can safely take naps

Recommendation Item

Some students have to work/study sometimes sleeping at the university due to the natures of their research and experiments. We propose to the university to provide us a rest space so that those of us can take naps safely while we work continuously.

Countermeasure/implementation method

It contradicts with the university's policy which recommends them to go home at night for their safety, so that it is difficult to provide such a facility.

4.1.2 Improvement of shower rooms

The locations of shower rooms and their operating hours are as follows:

Due to the shortage of the facility spaces as well as the security issues, it is difficult to plan any additional facilities.

4.2.1 Extension of Refresh Room hours

Countermeasure/implementation method

It is basically impossible to extend the hours due to security issues. Although there are some refresh rooms open for 24 hours, we are experiencing problems of litters and soils forcing us to have cleanup the facilities three times a week. We believe that it is difficult to extend the hours of other refresh rooms as they are because we are receiving complaints on the manners of the users. We wish the users themselves watch each other and ask manner violators to cooperate to keep the facilities neat and tidy.

4.2.3 Additional open spaces

Adding more open spaces with no user restriction

Countermeasure/implementation method

Please note that there are quadrangles provided with benches and periodically mowed green areas throughout the university, and they are intended to be used as open spaces. We see only few people are using them even under fair weather. Please enjoy our quadrangles. Please see that Building West-9 has an open refresh space on the second floor. Other than those mentioned above, additional open spaces may be difficult to be built for the time being because of security issues.

4.3.1 Improvement of dormitories

Recommendation Item

The number of international students is increasing every year and there is a distinct shortage of dorms. In the Dormitory Refurbishment Committee, held last year as a part of the student organization, the need for reviewing the dorms with locations and equipment suitable for student lives and research activities.

Countermeasure/implementation method

A survey was conducted canvassing all students and faculties in October 2011 concerning improvements of the dormitories. A dormitory improvement plan is scheduled to be developed based on the survey.

In the meanwhile, "Suzukakedai House" (temporary name) consisting of 12 units and 36 rooms is newly acquired, and the refurbishing work is under way to receive new residents in April 2012.

4.4.1 Undesirable smoking area assignments

Undesirable smoking area assignments

Countermeasure/implementation method

The university adopted in 2004 an "Agreement on Measures for Prevention of Second-Hand Smoking" and has been promoting measures on the prevention of second-hand smoking. According to the agreement, each division is supposed to evaluate assigned smoking areas and propose changes of the smoking areas, if needed, to the Safety and Hygiene Board of each of the Ookayama, Suzukakedai, and Tamachi campuses respectively to be examined by each board for approval. For instance, while there were 38 designated smoking areas in the Ookayama district in 2004, the number was reduced year after year to the current 25 areas existing as of September 2011 in compliance with the policy of the prevention of second-hand smoking and the existing areas are also constantly reviewed as needed. The Safety and Hygiene Board of each district is supposed to evaluate any proposal for relocation or termination of a designated smoking area.

4.4.2 Poor smoking manners

Please enforce the awareness of better smoking manners among smokers.

Countermeasure/implementation method

As to the improvement of smoking manners, the university is asking smokers to obey the rules of better smoking manners through the home page, etc. Moreover, preventive measures against second-hand smoking are included as a part of the key subjects of the University's Health and Hygiene Week (October 1 - October 7) of this year. Specifically, while there had been hardly any signs prohibiting smoking outside of the designated smoking areas up until recently, dozens of such signs were installed in the Ookayama and Suzukakedai areas during the period of 2009 through 2010 in addition to no-smoking signs installed in almost every building. Furthermore, the website of the General Safety Management Center now has a smoking-related corner publicizing information on better smoking manners, designated smoking areas, and the Agreement on Measures for Prevention of Second-Hand Smoking. Moreover, the guidance for freshman students includes the no-smoking rules prohibiting smoking other than in the designated smoking areas and smoking while walking. We ask all students to cooperate with our smoking manner campaign.

4.5.1 Stringent enforcement of bicycle riding rules

Stringent enforcement of bicycle riding rules

Countermeasure/implementation method

The bicycle riding rules are made public through the websites and the registration pamphlets handed out to the students riding bicycles asking their observance of the rules. More specifically, we have warning signs installed at pertinent locations warning against illegal parking and riding. As you are aware, there are three rules of bicycle usage in the University and a so-called "Five Safety Rules of Bicycle Usage" as shown on the pamphlet. We request all bicycle riders to obey these rules in the University.

4.6.1 Garbage collection on weekends

We realize that there seem to exist more garbage brought in from the outside during weekends and that requires some strategy to counter with. While we are planning on countermeasures, e.g., strict prohibition of garbage brought in from the outside. it is difficult to collect garbage thoroughly university-wide due to the current tight budget on garbage collection. We request all students to cooperate in reducing the amount of garbage.

4.7.1 Gymnasium training room (Ookayama Campus)

Repairs and replacements of dilapidated equipment such as bench presses; extension of training room hours

Countermeasure/implementation method

We make it a rule to maintain and replace equipment as needed according to the safety first policy. We will replace dilapidated equipment as much as the budget allows us to do. Training room is designed to be used under watchful eyes of the instructors. Although the regular work hour of the instructors end at 17:15, we are extending it to 17:45 on regular days to meet the needs of students as much as possible. This done so to allow the students to use the facilities after the class. Those ysers' cooperation in concluding their activities by the extended closing time is much appreciated.

4.7.2 Gymnasium arena

Installation of air conditioner and improvement of ventilation

Countermeasure/implementation method

"A petition for installation of air conditioning equipment" was submitted to the university president under the names of various student circles using the gymnasium arena in December 2010. After consultation with related departments and contractors, it was concluded that the indoor gymnasium of the university is not designed for installation of air conditioning equipment in mind, and any retrofitting such equipment may end up causing inconvenience in using the facilities, playing games, affecting the aesthetic appearances, and ceremonies to be held there. Moreover, the cost of such construction can be substantial. Therefore, such an idea is not feasible. This conclusion has been verbally communicated to the assembly of various circles of physical activities, and it is the university's understanding that they have accepted the conclusion.

 As to the ventilation, while we used to prohibit to open the lower windows on the athletic field side in order to prevent sand dusts from entering from the field side, the field is now covered by artificial turf so that we now allow the users to open those windows so long as it does not affect the games. The upper windows, however, can cause damages by getting entangled with wire cables if they are operated carelessly as they are designed to be operated by the automatic operating system. Therefore, we urge the users to request the help of the gymnasium attendants when it is desired to open or close those windows.

4.7.3 Tennis court

The tennis court (Ookayama Campus) is provided there for the health and sports class and the extracurricular activities of registered circles and it is maintained in proper order by the members of those circles in order to keep the court always ready for their exercises and official tournaments.

Since we believe that the proper conditions can be maintained only under the supervision of the class trainers and faculty members, the tennis court is not offered for public use for recreations, etc.

4.8.1 Athletic field

Expansion of the range of sports allowed on the athletic field

Countermeasure/implementation method

Although the sports that are allowed to be played on the athletic field (Suzukakedai Campus) are limited because of safety concerns as it is adjacent to Route 246, we believe that a futsal court can be installed in addition to the existing volleyball court by implementing proper safety measures such as nets for ball games and providing a better use of spaces. Although it cannot be implemented immediately because of budgetary restrictions, we will plan ahead on improving physical exercise facilities in general and will work on improving the facilities step by step.

4.8.2 Futsal court

New installation or refurbishment of the futsal court

Countermeasure/implementation method

While the multi-purpose court (one court) provided in front of B2 Building of the Suzukakedai Campus is used as both as a futsal court and a tennis court, we are planning to establish a futsal court independent of the tennis court from the standpoint of effective use and better control. Despite the fact that there are questions concerning the location and the budget, it is our intention to go ahead with the plan of installing the futsal court as mentioned in 4.3.1 above.

4.8.3 Gymnasium or pool

Installation of an additional gymnasium or pool, or use of existing facilities for sports activities

Countermeasure/implementation method

We believe that it is difficult to build a gymnasium or a pool in the Suzukakedai Campus due to the difficulty of acquiring land, as well as from the cost-benefit effectiveness standpoint.

As to the use of existing buildings for sports activities, we already have such examples; a training room on the first floor of Building G3 and a ping-pong room on the first floor of Building G4. However, it is difficult to add any other sports-use for the existing facilities and spaces due to the fact that we have a severe shortage of office and research space throughout the university.

4.8.4 Training center(Suzukakedai Campus)

Extension of quitting time

Countermeasure/implementation method

The control staff of the training room (Suzukakedai Campus) currently consist of part-time personnel and it is impossible to ask them to work overtime due to the labor contract and budgetary issues.

Although there is a possibility of extending the training room hours as requested by means of:

1)covering the overtime after the part-time workers left the facility by regular workers; or

2)use outside contractors to manage the facility similar to what is done at the Ookayama gymnasium.

In either case, it requires an additional budget, so that we believe that it is necessary to evaluate various plans (refurbishing plan, etc.) as in the case of other physical exercise facilities (e.g., futsal court),

4.9.1 Improvement of musholla

Recommendation Item

We wish to propose to the university to check the usage frequency of the existing musholla and provide additional ones if needed.

Countermeasure/implementation method

We conducted a survey based on your proposal. We will evaluate the needs based on the information on how other universities are dealing with the needs as well.

4.10.1 Improvement of wireless LAN

Recommendation Item

We wish to propose to the university to listen to students' opinions concerning wireless LAN access points.

Countermeasure/implementation method

The website of TokyoTech's wireless LAN has been changed so that it is now accessible from an external location.

Moreover, the link to the same page is now shown on "Current Students" section of the "Student Life" page of the TokyoTech’s website (http://www.titech.ac.jp).

4.11.1 Crime prevention and safety control

Countermeasure/implementation method

We are providing the best we can to meet the concerns of the students by installing entrance locks to the main building, security cameras, etc. If you have any specific opinion or proposal, please contact your faculty member, departmental director, specialty director, office you are covered by, etc.

4.12.1 On reconstruction of Building No. South 5

Recommendation Item

We wish to request the university to advise us students periodically on the progress of the reconstruction work of Building No. South 5.

Countermeasure/implementation method

Facility Operation Department has submitted a budgetary request to the Ministry of Education concerning the reconstruction work of Building No. South 5. Although we expect a favorable response from the ministry in the 2012 budget, it is still uncertain because of the influence of the Great East Japan Earthquake.

4.13.1 Personal lockers

Recommendation Item

We wish to request the university to provide personal lockers considering student requests and needs.

Countermeasure/implementation method

It is difficult to respond to the needs in a broad scale immediately due to the problems of security and control. Some personal lockers are available near the chemistry and physics laboratories.

4.14.1 About 7-Eleven Store

Recommendation Item

Please consider improving the store hours of 7-Elven as much as possible.

Countermeasure/implementation method

7-Eleven Store is operating paying rents based on the building rental agreement with the university. They found that there are very few users on holidays and late hours of regular days, making it difficult for them to continue business in those hours. In order to overcome the situation, we had no choice but to agree with them to be closed on some days and shortening of business hours on other days. In order for us to talk to the store for more operating hours, we need your more active patronage.

4.15.1 Lecture rooms with difficult ambience

Recommendation Item

Please improve the ambient conditions of some of the lecture rooms based on student voices.

Countermeasure/implementation method

We have conducted a survey asking for opinions of students and lecturers concerning the ambiance of lecture rooms. We are trying to improve the settings of AV equipment, desks and chairs based on the opinions obtained in the survey. However, not a few of the opinions refer to the shapes of the lecture rooms themselves, same as in the general student survey, so that we are now working on a master plan of constructing a lecture building with a help of a working group to improve it.
